Negotiating entry: Solania and the environment chapters from the accession negotiations (Role game scenario and script Prof.Dr.Dr.h.c.R.Meyers, University of Münster)
The idea of the role game will be not only to let participants play the roles of EU actors, demonstrating to them thereby, on the basis of an emphatic learning process, the scope and limitations of EU policy making. As well, they should negotiate the perhaps not too virtual entry application of a fictitious Balkan state called Solania in one or two exemplary policy areas relating to environment problems, thereby getting acquainted with the problems of the Eastern European accession candidates in general and prospects for and problems of a possible EU membership in particular. The role game will be introduced during one of the earlier sessions of the second week of the conference in order to give participants an opportunity to prepare their roles a little bit; for that, prior reading of preparatory material sent out some weeks in advance is absolutely necessary.
